Education
  • B.A. or B.S. in accounting, business management or equivalent field as deemed by the agency.
  • Six years experience in accounting.
  • Two years in budgeting and/or financial management.
  • High level of developed organizational skills.

Responsibilities
  • Develop draft of annual and special division and program budgets in cooperation with division and program managers.*
  • Draft grant application budgets with program managers and/or the Executive Director.*
  • Present draft budgets, including justifications, alternatives and a range of possible reductions to balance program budgets to the Chief Financial Officer and Executive Director (or designees).*
  • Develop monthly budget monitoring procedures and reports for program managers to use in tracking their budgets, and for reporting to senior management.*
  • Develop other budgeting tools as needed.*
  • Develop and implement year end income and expenditure for costs.*
  • Receive and logs all monthly budget monitoring reports due from program managers.*
  • Review monthly budget monitoring reports from program managers and develop a summary report for the Chief Financial Officer, Deputy Executive Director and Executive Director.*
  • Tract contract/program earnings as part of budget monitoring and reporting.*
  • Assist Executive Director and Chief Financial Officer in presenting budgets and budget issues to the Board of Directors.*
  • Train program managers in procedures and techniques for budget development including large group, small group and individual manager training.*
  • Explain budgeting and budget management to program managers in terms that are meaningful to program managers, and build their budgeting and budget management skills.*
  • Train program managers in procedures and techniques for budget monitoring, including completion and understanding of Monthly Budget Monitoring reports.*
  • Oversee special year end budget monitoring, as assigned.*
  • Direct or participate in special Fiscal Department projects and periodic projects, including audits, funding source fiscal reviews, preparation of special reports for funding sources and government agencies.*
  • Assist the Chief Financial Officer in preparing financial reports for funding sources and government agencies.*
  • Identify suspected problems, including developing possibilities for over expenditures, financial mismanagement, failure to follow good accounting and budgeting practices, and client or employee fraud, and report such problems to the Chief Financial Officer and the Executive Director.*
  • Maintain current and detailed knowledge of the financial reporting, budget approval and expenditure control rules and other relevant rules of each funding source.*
  • Advise the Chief Financial Officer, Deputy Executive Director and Executive Director on all matters covered by these responsibilities and duties.*
  • Direct or participate in special projects as assigned.*
  • Represents the agency at professional organizations, meetings, conferences as assigned.
  • Actively participate in inservice training.*
  • Work effectively with other team members.*
  • Read and implement all agency and program policies and procedures.*
  • Accurately complete all assigned paperwork and documentation on a timely basis according to agency policies and procedures.*
  • Oversee the implementation of agency fiscal procedures.*
  • Supervise and train staff accountant and compliance specialst.*
  • Assists the Chief Financial Officer and Executive Director as needed.*
  • Other duties as assigned.*

Reporting Responsibility
  • Works under the direction of the Chief Financial Officer.
Job Specs
  • Twelve month work year.
  • Occasional evening or weekend hours may be required.
  • Employment responsibilities, compensation, or any other factor may change with changes in Federal regulations, State regulations, the agency's contracts, or at agency discretion.
Status and Starting SalaryFull-time, Exempt: $4,910/mo. + Benefits
